In 1996, President Bill Clinton signed HIPAA to streamline healthcare delivery, increase the number of citizens with medical insurance coverage and ensure medical information privacy-because of issues concerning the electronic transmission of patient health information.

There are 5 components that regulate the use of patient health information, improved and standardized health care transactions, and sets financial penalties for violating HIPAA rules.

The five components of HIPAA are Privacy Rule, Security Rule, Transactions Rule, Identifiers Rule, and Enforcement Rule.

The HIPAA protects the privacy of patients and ensures data is not breached.

A ‘covered entity‘ is any person, business or institution that provides healthcare or keeps medical records on patients

Patients must give authorization before the information is released to entities outside of the medical profession.

The Privacy Rule allows doctors, nurses, hospitals, laboratory technicians, and other health care providers that are covered entities to use or disclose protected health information for treatment purposes, without patient authorization.

The Security Rule’s primary focus is on electronically protected health information, to ensure confidentiality and security.

These 3 primary rules cover insurance portability or the ability to move to another employer,  fraud enforcement and accountability, and administrative simplification.
